Are the tasks already filled in?

No - the phase headings are printed, but every line beneath them is blank. Moves differ enough (renting versus buying, local versus cross-country) that a prefilled list would be wrong more often than right.

What if I have less than eight weeks?

Start at whichever phase matches your timeline and fold the earlier ones into it. The phases are labels, not fixed dates.
